Lifeline & Linkup

As an Eligible Telecommunications Carrier (ETC), Alltel offers a discounted monthly telecommunications service under the Lifeline and Link-Up programs.

Lifeline

Lifeline enables qualifying low-income individuals to receive discounted rates on their monthly wireless service.

Eligibility

  1. Check each state for eligibility requirements, as each state has its own mechanisms for qualification.
  2. The person subscribing to wireless service (not just a member of the household) must qualify for participation in the Lifeline program. Only one Lifeline account per household is allowed. If a subscriber receives Lifeline service from a land line carrier or another wireless provider,the customer will not qualify for Alltel's Lifeline service.
  3. The applicant must provide proof of participation in one of the federal programs listed in the state-specific certification forms and must sign a document certifying this under penalty of perjury. Additionally, the applicant must agree to notify Alltel if they cease to participate in the identified qualifying federal program.
  4. Lifeline benefits will take effect when proof of eligibility is verified and the sales representative activates the account at the retail store.

Process
Individuals qualifying for Lifeline must:

  • Talk to an Alltel Sales Representative at a retail store *.
  • Ask a sales representative to determine whether they reside in an ETC-designated area.
  • Provide documentation that they satisfy one of the criteria that a particular state has adopted.
  • Sign a state-specific certification form under penalty of perjury.
  • Purchase the handset for $19.99. If they have an E911 -compatible handset that works on Alltel's network, the sales representative will activate that handset.
  • Verify eligibility and complete the required enrollment forms. Lifeline service will then be activated at the retail location.


Pricing

The Lifeline rate plan is a local prepaid plan that costs $16.70 per month. This includes
  • 300 Anytime Minutes
  • $0.45 per minute for additional airtime
  • $0.59 per minute for roaming airtime
  • $0.40 per minute for toll, and
  • applicant's local coverage area.
Qualifying individuals living on tribal lands will be activated on a prepaid local plan for a monthly rate of $1.00. This includes
  • 300 Anytime Minutes
  • $0.45 per minute for additional airtime
  • $0.59 per minute for roaming airtime
  • $0.40 per minute for toll, and
  • applicant's local coverage area.


Link-Up
Link-Up provides low-income qualifying individuals who are first-timecustomers and who do not have telecommunications service to receive a one-time waiver of the $35 activation fee.**

*Only authorized sales employees of Alltel who work at the Alltel retail stores are trained to sell the Lifeline service. Voice mail may be added for an additional fee. See retail sales representatives for more information about this feature.

** If Lifeline service is disconnected or suspended, and the customer has already received a Link-Up discount on the disconnected/suspended account, the Link-Up discount is not available.
